Richard Ogilvie

Founder

Richard has over 25 years working as a Signalling Engineer. Commencing as graduate, Richard’s career has spanned technical roles in design and testing as well as consulting, project management and the management of a business. Having worked on projects around the world prior to the founding of RCSG, Richard’s breadth of knowledge and experience is international but also focussed on the Australian market where he is recognised for his expertise as a Signalling Tester and in Victorian signalling principles.

Richard is passionate about ensuring that RCSG delivers industry-leading results for their clients. This translates to a keen interest in innovation, developing new technologies and ideas as well as applying the culture RCSG in dealings with its clients. Currently based in North America, Richard is currently engaged primarily in the strategy and governance roles as a Director of the company as well as delivering specific project outcomes for RCSG projects and other strategically important opportunities across the industry. Part of this role includes providing mentorship and technical leadership across the business. The current overseas basing may also provide leverage for exploring alternative international strategies.

Founder

Paul has over 30 years of rail engineering experience and has held key roles in rail projects throughout Australia, the UK, Europe and South East Asia. After developing his reputation as a principles level design engineer, Paul co-founded RCSG in 2007 with the objective of providing engineering excellence and innovation to the rail industry. Paul has maintained a key leadership role within the business throughout its transformation from a small consultancy to a multi-disciplinary technology and project delivery organisation, he is passionate about growing RCSA’s technology innovation and currently sits on RCSG’s Board of Directors

Paul has four kids, enjoys travel and the outdoors and can often be found in the mountains biking, climbing or snowboarding.

Richard has over 40 years engineering and business experience, specialising in the global railway sector. Richard was responsible for the creation and growth of OEM Technology Solutions (OEM), an Australian technology company providing automation and control products and services to the global railway industry. As Managing Director of OEM, Richard’s key responsibilities also included product development strategy and all international business development activities.

Richard combines his technical and business expertise to provide independent advice on risk, strategy and corporate governance to help the Board and Executive Leadership Team successfully deliver our corporate vision and the exciting growth plans we have in place for RCSG.

Richard is married with two adult daughters and in his spare time enjoys travel, golf, snow-skiing and fishing.

David Griffin

David has over 20 years of experience in operational management, strategic development, and financial management. Davids’s career has seen him work throughout Europe, Asia, and Oceania, but the opportunity to grow with RCSG and its incredible staff stands out as a highlight. David has previously worked with Hewlett Packard and Downer EDI holding a number of senior roles over the 19 year period.

As Chief Executive Officer, David is passionate about building on the existing culture that enables staff to deliver works that are recognised for their excellence throughout the infrastructure market both in Australia and internationally. With a strong focus on leadership, David is keen to promote and support the authentic values and behaviors that make RCSA such an amazing place to work.

David lives in Newcastle NSW with his 3 children, 2 foster children, and his lovely wife Julie. David has always been involved in sport of some kind, having played rugby union for a number of years before transitioning to triathlons, followed by ultra-marathons, and is now enjoying CrossFit. Nothing gives David more pleasure than spending time with his family and friends.

Carmen Harrison

Carmen is a qualified Chartered Accountant with over 15 years’ experience across numerous industries in professional services and industry-based roles. During her career, Carmen has held several senior roles including finance lead responsibilities across the Asia Pacific region providing insights and support to Boards and Key Management Executives. Throughout her nearly 17-year career in accounting, auditing and growth strategy, Carmen has established a reputation for building world-class teams and for aligning financial and business metrics to support business strategy and high-growth.

In the current position at RCSG, Carmen is responsible for the overall financial strategy and direction, as well as shared services responsibilities. Within the finance function, she guides the controller, treasury, accounting, tax, and internal audit functions to pursue the company’s strategy and meet its clients’ expectations. Within the shared services function, she guides the human resources, payroll, marketing, information technology, quality management systems, safety and environmental systems and functions that support the core disciplines of Infrastructure and Engineering.

Carmen is passionate about mentoring young and growing women across the industry and plays an active role in various mentoring programs. Operating as a highly influential working mother of 2 young daughters keeps Carmen busy and brings her the utmost joy in life.

Bret Parker

Engineering Leader

As a registered engineer with over 25 years experience in signalling, Bret has worked in design, construction, maintenance and asset management, along with similar roles in asset protection and train control systems. He has delivered complex signalling and rail systems projects across a variety of technologies and has experience with design and maintenance of multiple interlocking technologies and other digital control systems, along with conventional relay systems.

Bret is responsible for ensuring that both our Melbourne and Brisbane design teams meet and exceed our clients expectations. He is accountable for ensuring efficiency and quality of our design through continuous improvement, training and mentorship.

He has a wide knowledge of signalling and related technology and a keen understanding of the issues faced by asset owners and operators. Bret has a proven leadership record, successfully leading multidisciplinary engineering, asset management, maintenance and construction teams and has held senior positions in multiple Rail Infrastructure Management organisations.

Bret and his wife Theresa have 3 adult girls and no grandkids (yet), so he fills his spare time attempting to sail and brew beer (though not at the same time).

Jacquelle Coldhill

Commercial Leader

Jacquelle is a qualified business professional with over 15 years experience in commercial management and project delivery. She is responsible for planning, executing and monitoring the project and commercial operations at RCS Australia. Jacquelle or Jacq as she prefers to be called, works with her stakeholders in order to fully understand the brief and deliver her clients desired project outcomes.  She focuses on implementing a structured approach to the business in order to support RCS Australia’s ongoing growth & development.

Throughout her career, Jacq has managed and successfully executed numerous engineering and construction projects throughout Australia, providing advice across multiple projects on both a commercial and delivery front.

Project Delivery Leader

Richard is a highly skilled and experienced Portfolio and Project Manager. With over 20 years of experience on railway infrastructure projects in the UK and Australia, he has led both engineering and project delivery teams.

A chartered electrical engineer, Richard began his career in engineering working on Traction Power projects in the UK, before transitioning into the Project Management discipline. He became a Registered Project Manager with the Australian Institute of Project Managers, and successfully delivered projects across the fields of Traction Power, Rollingstock and Signalling before moving into Portfolio Management.

As Project Delivery Leader for RCS Group, Richard is responsible for tendering activities and the safe and successful delivery of RCSAs project portfolio; on time, on budget and to our high quality standards. He strives for collaborative working and enjoys building relationships to assist in achieving both project targets and strategic business objectives.

Richard has a young family and enjoys teaching his children to play tennis, day trips to the beach, whilst trying to fit in the odd round of golf.

Andrew Dean

Construction Leader

Andrew possesses over 30 years of portfolio, program and project management in a broad spectrum of industries and disciplines in both public and private enterprise. While more than 13 of those have been enjoyed in rail, his earlier years were primarily dedicated to the ICT sector, overseeing the development and maintenance of management, service and data systems in the telecommunications, finance, and power industries.

The rail industry has provided similar diversity. Andrew commenced with testing the waters in high voltage power systems, before the industry put its hooks firmly in, and Andrew has since become experienced in maintenance and construction of the traction, telecommunications, signaling, wayside monitoring, track, and civil disciplines in the central Queensland coal network, the southeast Queensland suburban network, and the NSW rural freight network.

A certified Project Management Professional with the Project Management Institute, Andrew has significant experience as a client within RIMs and ROMs, as well as a partner and supplier to those organisations. He takes pride in a balanced view of the industry, and sets high expectations for himself when leading, managing, and delivering on improvements for industry owners, participants, and users.

Brisbane Team Leader

With over 27 years industry experience from CAD through to signalling design, delivery & team leadership, Steve is responsible for ensuring that our Brisbane engineering team operate as a cohesive unit as well as meeting and exceeding our client’s expectations. He is accountable for overseeing efficient project delivery from our Brisbane based engineering teams with a focus on quality outcomes for our clients, underpinned by a high focus on safety.

Steve has worked in signalling design and construction projects throughout the UK, Europe, Australia and in South East Asia. He has helped deliver complex signalling and rail systems projects for many rail authorities, across a variety of technologies and has experience with design of multiple CBI and other digital control systems, along with conventional relay systems utilising various types of train detection technologies.

Joseph O'Connell

Melbourne Team Leader

With more than 17 years’ experience as a signalling engineer, Joseph has a comprehensive knowledge of developing, designing, verifying and leading high quality signalling systems across multiple rail operations both locally and internationally. He has worked hard within RCSG to introducing new technology to the industry and participate in research and development for RCSG’s cutting edge technology driven projects.

Joseph has a proven track record of successfully executing projects in accordance with company procedures and specific client requirements, with an emphasis on safety, timeliness and cost efficiency. He is proven to be a motivator and facilitator, with strong communication and interpersonal skills.

During Joseph’s time as the Engineering Team Leader in Melbourne he has worked hard at developing the team by providing mentorship and guidance. He is committed to improving communication across projects and vertically within the company to ensure the team is working with the latest standards, best practices and providing room for innovation. Joseph maintains a safety critical role in many of the Melbourne Teams active projects.

Testing & Commissioning Team Leader

Leon is responsible for the management, supervision and compliance of the testing and commissioning team and testing activities across the company. Our team validates and verifies the operation of rail equipment and systems to protect the safety of people, plant and equipment.

Leon has more than 16 years’ experience in the rail industry across Australia and New Zealand. He has signalling experience and a comprehensive knowledge of developing, designing, verifying and testing high quality signalling systems. He has a proven track record of successfully preparing and executing projects in accordance with company procedures and specific client requirements, with an emphasis on safety, timeliness and cost efficiency.

Leon is a recognised Tester in Charge and functional tester and has maintained principal design competencies. He prides himself on accuracy, innovative design, and diligence in safety and risk mitigation. This multidisciplinary experience as well as university-level education in engineering and railway signalling and management ensures Leon is well placed to deliver quality engineering and continuous improvement within RCS Group.

Technology & Systems Team Leader

Daniel is a safety engineer with significant control system exposure, having worked for major manufacturers of critical control systems. He supports all stages of the safety lifecycle with cross-discipline experience within manufacturing, major hazard facilities and rail. He contributes back into the safety community through his current involvement in Australian Safety Standards committees, committee work with Engineers Australia Risk Engineering Society and past contribution to the OHS Body of Knowledge for Process Safety.

Daniel has investigated a systems engineering approach to safety through a recent project that identified safety argument within a control structure-based hazard analysis. Having joined the rail sector recently, Daniel supports RCSA’s disruptive business and does so by guiding their signalling engineers in the design and implementation of common off the shelf safety control systems.

Darren is a respected and self-motivated rail professional with more than 33 years of experience delivering and managing rail projects. He has extensive experience in construction, managing large scale projects from inception to completion. Darren began his rail career in maintenance and construction and continued to work on major construction projects both in Australia and New Zealand.

Darren is highly skilled in leading teams, programming, adhering to project deadlines, and ensuring communication with internal and external partners to ensure on-time and on-budget completion of the project. He prides himself on his network of industry partners to ensure works are completed to the highest of standards.
